Serves as the Director of Economic Development for the City of Medina where Ms. Marshall has led the effort to make new construction in the city easier, spearheaded the formation of a Community Improvement Corporation, overseen a State grant for small business management training, and has assisted in obtaining funds for downtown renovation projects. She is recipient of the Best Public Leader in Revitalization Award from Heritage Ohio, and serves on the boards for Main Street Medina and The Children’s Center of Medina County.
Serves as the Executive Director of Ashland Main Street. Prior, she served as the fourth ward Councilman for the City of Ashland. She is also President of the Ashland Public Library Board of Trustees, a member of the Ashland Community Improvement Corporation, and Secretary of the Ashland County Women of Achievement Board. She is recipient of the Ashland Area Chamber of Commerce’s Spirit of the Chamber Award and was recognized as the Leadership Ashland Outstanding Alumna.

Serves as Executive Director of the County Engineers Association of Ohio. Prior to joining, Mr. Ringle worked at the Franklin County Engineer’s Office for more than 36 years,with the last 17 as the Franklin County Engineer. He was the CEAO’s 2011 County Engineer of the Year and the National Association of County Engineers’ 2013 National Urban County Engineer of the Year. He was an adjunct faculty member at OSU’s College of Engineering for 25 years and serves on the boards of the Ohio State Board of Registration for Professional Engineers and Surveyors.
He also serves on the boards of the National Council of Examiners for Engineering and Surveying, and the OSU Civil, Environmental and Geodetic Engineering Advisory Board.

Public and private sector workplace career including a public school teacher for more than 20 years, then four terms (1993-1999) in the Ohio House of Representatives, followed by an appointment by Governor Taft as Director of the Governor’s Office of Appalachia, and then in 2004 as Ohio’s 20th District State Senator. Ms. Padgett then became the government affairs liaison for Central Ohio Technical College and later joined Ohio EPA’s Office of Outreach and Customer Support. Now semi-retired, she serves the Coshocton County Juvenile and Common Pleas courts as a Guardian ad Litem.

As the Allen County Engineer since 2015, Mr. Rhodes is responsible for all aspects of design, construction and maintenance of the county roads and bridges. He has been with the Allen County Engineer’s Office since 1997, but previous work experiences include the Ohio Department of Transportation and the Warren County Engineer’s Office. He also serves as the Chairperson for the Allen County Transportation Improvement District, is a member of the District 13 OPWC Integrating Committee, and has held various roles in his local Regional Planning Commission.

Mr. Zimmerman, Chief Executive Officer of Cleveland Metroparks, is responsible for nearly 25,000 acres of green space in Northeast Ohio including 18 park reservations, 8 golf courses, and the Cleveland Metroparks Zoo. Under his leadership Metroparks has been honored twice with the National Gold Medal Award for Excellence in Park Management. He has expanded park access to 49 communities and prepared for some of the park’s transformational investments. He sits on the American Academy for Park & Recreation Administration and on several local and regional boards.

Owner and President of Halle's Engineering & Design, LLC. Ms. Jones Capers has also served in various leadership roles including Senior Vice President of Operations and Transportation Manager for G. Stephens, Inc., Deputy Director of ODOT’s Division of Highway Operations, and Director of Women in Engineering Program for the University of Akron. She is committed to encouraging youth to pursue careers in engineering. She is the recipient of several awards including ATHENA Leadership Award Finalist and Akron Urban League’s Academy of Leaders.

Recently retired, Mr. Elstro served as the City of Lima’s Director of Public Works for 32 years in which he directed the five divisions: Engineering; Building and Zoning; Parks, Recreation and Forestry; Street Maintenance; and Administrative Services. Previously, he was Assistant Director for Rehab Project Inc. renovating 250 homes. He also served the District 13 Integrating Committee for 32 years, and Chair of the District 13 NRAC for 18 years. He is the current president of the Lima/Allen County Regional Planning Commission and consults for the Lima Aquatic Center project.
