Important 2020 Announcements

To Our Customers,
On March 30, 2020, considering the current challenges of the COVID-19 pandemic, we announced that the capital bill for the next biennium is uncertain. This message remains current. The capital bill is the source of funding for the State Capital Improvement Program (SCIP), which includes Small Government and Emergency programs, Revolving Loan Program (RLP), and the Clean Ohio Green Space Program. Until funding is in place, Round 34 infrastructure SCIP and RLP project agreements will not be released. The OPWC plans to release Local Transportation Improvement Program funded project agreements on or after July 1, 2020 since LTIP was funded in the FY20-21 Transportation Budget. In addition, guidance and allocations for all programs for next fiscal year are on hold; therefore, district integrating committees and natural resource assistance councils were told to postpone application solicitation schedules for next fiscal year until further notice.
(Update 6/4/20) We previously reported the possibility that a reappropriations bill may be delayed which could impact previously funded infrastructure projects Round 33 and prior, and all Clean Ohio projects. The Ohio Constitution limits the length of appropriations to no more than two years. Since capital projects can take more than two years to complete, appropriation balances are extended or reappropriated to remain in effect to allow additional time to bring such projects to completion. Legislation is typically enacted to be effective in July each biennium. The Ohio General Assembly is on track to have legislation to Governor DeWine for his signature by the end of June. As we do every year, we close our books about mid-June until about/after July 1st for the state year-end close-out process. The passage of this legislation will allow us to continue to pay bills once the annual shut-down period is over. We will guarantee payment this fiscal year for those disbursements that are properly completed and received electronically by June 12, 2020. We encourage you to submit disbursement requests as soon as possible via email to your program representative to ensure that any submittals intended for this fiscal year are processed in a timely manner.
